In order to expand the development space of modern marine ranches, according to the layout of the sea for breeding in the jurisdiction, we fully provided evidence during the ecological protection red line delineation stage and actively sought the adjustment and delineation results from the superior departments, expanding 1015.76 hectares of sea space for breeding in Jinwan District, ensuring There are three sea-breeding projects in Xiaoqingzhou, Lazhou-Daqiao Island and Hebao Island areas.

In order to efficiently utilize the three-dimensional space resources of the sea area, Jinwan Branch has innovatively carried out the three-dimensional and hierarchical establishment of sea area use rights to ensure the implementation of the Sanzao Yulin Village photovoltaic project. At the same time, it reserves space for the long-term development of the sea for aquaculture to help the new energy industry and the ocean. Coordinated development of fisheries. This project is the first large-scale centralized offshore photovoltaic power generation project in Zhuhai City, with an approved sea area of ​​198.6894 hectares. In December 2023, the first batch of power generation units of the project were successfully connected to the grid to generate electricity.

Jinwan Branch carefully collected materials during the initial review stage of coastline occupation and compensation for historical debts, and made every effort to provide evidence, and actively coordinated the inclusion of the sandy coastline cleared and renovated by Silver Beach and the ecological restoration coastline of Hezhou North Reclamation Area into the indicators of renovated and restored coastlines. , reducing the historical debt indicator of Jinwan, which greatly reduces the implementation cost of subsequent shoreline occupation and compensation.

In order to effectively complete the tasks of fulfilling historical debts for coastline occupation and compensation and coastline regulation and restoration, the Jinwan Branch fully connected with the national land and spatial planning, coordinated the delineation of coastline regulation and restoration areas, and compiled the "Golden Bay Branch" Bay Area Coastline Acquisition and Compensation Historical Debt Cashing Plan" and "Jinwan District (Development Zone) Coastline Regulation and Restoration Work Plan (2023-2025)", and closely follow up on Zhuhai City's marine ecological protection and restoration projects and coastal zone protection and utilization Comprehensive demonstration zone project construction status, promote the implementation of the 2023 annual coastline regulation and restoration task of 1.9 kilometers, and the phased results of coastline occupation, regulation and restoration work have been remarkable.

Strengthen dynamic inspections and serve as "inspectors" for the supervision of sea areas and islands

Jin The total length of the mainland coastline of the Bay Area is 138 kilometers (including the Hezhou area), the total length of the coastline of inhabited islands is 81.29 kilometers, and there are a total of 58 uninhabited islands. In accordance with the principle of “full coverage of mainland coastline inspections and focused monitoring of sea areas and islands”, the Jinwan Branch established marine coordinators to conscientiously conduct patrols of sea areas and islands. In 2023, there will be a total of 95 inspections of the sea areas and islands under the jurisdiction, and the cumulative inspection distance of the mainland coastline and the coastline of inhabited islands is 12,325.18 kilometers.

During daily inspections, the Jinwan Branch and the Comprehensive Marine Law Enforcement Department jointly conducted on-site publicity on sea area and island policies and laws for fishermen, fish farmers and other maritime practitioners, and gradually improved the public's awareness of using the sea in accordance with the law. . Carry out on-site investigation and statistics of marine disasters and monitor red tide disasters, and further improve the level of marine resource supervision in the jurisdiction.. Actively participate in the operation to rectify chaos in the temporary building materials terminal of Jinwan East Gate No. 3 and the offshore waters of Zizhuwan area, effectively curbing illegal use of sea and islands.
