At this stage, my country's shipbuilding industry is facing multiple challenges such as industrial restructuring, transformation of old and new driving forces, and strong competition. In order to adapt to the development needs of the times, the only choice is to promote the construction of smart ships. So far, relying on the dual role of policy and market, my country's smart ship industry and technology have initially achieved results. The next step is to promote standardization and standardization.

Based on this, since 2018, my country has successively issued a number of policies and regulations to promote the construction of smart ships. These include the "Smart Ship Development Action Plan (2019-2021)" and the "Guiding Opinions on the Development of Smart Shipping". The two-step regulations clearly propose that a standard system for smart ships should be established, and guidelines for the construction of smart ship specifications and standard systems should be studied and formulated.

In 2020, the Ministry of Industry and Information Technology, together with the National Standards Committee, the Ministry of Transport and relevant units, universities, and scientific research institutions, also researched and compiled such a guide - "Guidelines for the Construction of Smart Ship Standard Systems" ”, after a round of public solicitation of opinions, the guideline recently ushered in a second round of solicitation of opinions. Same as the first version of the draft for comments, the "Guide" still proposes four major development principles at the beginning, but the content is different. The new principles require that development needs to be benchmarked against advanced standards and in line with standards; the system must be complete, with urgent needs first; innovation, cross-border integration; and at the same time, openness, inclusiveness, and dynamic updating. Based on the original principles, more emphasis is placed on system, innovation, tolerance, and cooperation.

Next, the new version of the guide adjusted the specific development goals. It is still divided into two steps: by 2022, a standard system will be initially established, more than 30 national and industry standards will be formulated, and 5 standard project drafts will be studied and submitted. By 2025, a relatively complete standard system and standard coordination supporting facilities will be established, and the industry development will reach the same level as advanced shipbuilding countries.

In addition, the new version of the guideline has modified the original standard system framework and refined the three-layer architecture of the first edition into seven parts, namely basic commonality, key technology application, and intelligent ship design. , intelligent shipboard systems and equipment, intelligent ship testing and verification, shore-based services, and operation management. Among them, the first four parts and the last three parts are two different stages of construction focus.

Finally, the new version of the guidelines also makes requirements for practical implementation. First, we must strengthen organizational coordination and implementation, carry out the construction of the standard system in an orderly manner; the second is to accelerate the development and verification of standards, and improve the level of standard application; the third is to promote the implementation and implementation of standards, and strengthen standard training and publicity; the fourth is to strengthen exchanges and cooperation; the fifth is to insist on dynamic updates and Complete.
